Kelvin Sikwibele, IHM
Kelvin Sikwibele is the chief executive officer for the Institute for Health Measurement (IHM) SouthernAfrica. He has over 15 years of experience in health informatics and public health management. He isresponsible for leading the development and scaling of data-driven health informatics and metricssolutions across sub-Saharan Africa, including major national operations in Zambia, Eswatini, andLesotho. He is currently spearheading the nationwide rollout and digital transformation of electronichealth record systems in partnership with regional health ministries and global development funders.

Mulenga Muleba
Mulenga Muleba is currently a special advisor to WHEN. He previously served as the Business Development and Fundraising Director at Africa Resource Center (ARC). ARC, Africa’s public health supply chain institution, is an organization that strengthens public health systems across the continent by providing independent, expert advisory and enablement services to African health ministries. He has over 25 years of experience in providing oversight and Strategic advice across Government, Private and Development Sectors.
In rural communities in emerging markets, where most women are engaged in the informal economy, women often lack the agency, access to education, digital skills, financial resources, and support systems to scale their small business.
WHEN serves as a financial broker, working with local and international organizations that equip women health workers and agriculture workers with technical expertise and essential business skills to empower them as entrepreneurs. Recognizing the pivotal roles these women play in their communities, WHEN is deploying technical assistance capital to scale comprehensive training programs that blend sector-specific knowledge with entrepreneurial acumen. Through workshops, mentorship, community building, and access to resources, participants learn advanced techniques in healthcare delivery or sustainable farming practices while gaining proficiency in financial management, marketing, and business development. WHEN fosters a supportive environment where women can innovate, establish their enterprises, and contribute to local economic growth.
